The fatality was identified as Barangay Banago Kagawad Jomarie Maniego.
Police Major Ramel Sarona, head of the Traffic Enforcement Unit (TEU), said that Maniego was driving a motorcycle and failed to notice an approaching truck while crossing the road.
Sarona said the truck hit a sack of butane canisters from Maniego's motorcycle. Maniego lost control of his motorcycle and fell to the ground.
The truck driven by a 59-year-old resident of Victorias City, Negros Occidental, dragged the motorcycle and the victim, resulting in fatal injuries.
Sarona said the truck was on its way to the Bacolod Real Estate Development Corp. (Bredco) Port here when the accident happened around 11:10 a.m.
The truck driver was subjected to further investigation at Police Station 3. In a radio interview, he apologized to Maniego's family, and said that it was purely an accident.
Sarona said the police are waiting for Maniego's family and the employer of the truck driver to meet regarding the incident.
The barangay and Sangguniang Kabataan (SK) councils of Banago condoled with the Maniego family.
